2. PRIVATE MONEY - except for funding of archeological works and basic urban infrastructure, the project seeks and relies on finding private investors
3. TRANSPARENCY – we demand from the authorities and exhibit full transparency in what, when and how is being done

WHY?
HISTORY
Narva is one of the three big Estonian cities with fascinating history. The city is more than 700 years old and yet the aftermath of WWII left deprived it from its historical memory and dignity with almost nothing left from its original architectural beauty. Narva does not deserve such a major scarce in its historical fabric.
SOCIETY
A growing amount of the present day Narvа citizens have a great interest in the proud history of their city. Knowing it helps build a sense of identity and belonging, while also providing valuable lessons and cultural appreciation. It strengthens community connections and fosters personal growth through the exploration of collective heritage.
POLITICS
Being at the border between the European Union and Russia, Narva needs to restore part of its rich, multicultural and European identity as one of the oldest cities in Estonia.
ECONOMICS
The Old town quarter is certainly going to play the role of a powerful extra magnet for both domestic and foreign visitors. Together with the Castle, the river Promenade, the Bastions and the Kreenholm Manufacturing Company it may help Narva become even more of a travel destination worth staying overnight. Tourists expect and need services, services attract entrepreneurs and create jobs.

The founding fathers (Alexander Openko, Peter Zashev and Vadim Orlov) of the initiative to rebuild a quartal of the Old town in Narva go public with a video in which the idea is dressed into concrete steps and arguments. November 2021
The initiative collects support and 1103 officially signed (1400 in total) petitioners who demand to the Narva city authorities to take the issue into consideration.
May 2022
The Narva City Council decides to initiate the preparation of a detailed plan for the historical quarter of Rüütli Street and the surrounding area with the aim of subsequent reconstruction of the historical Quarter of Old Narva.
January 2023
It takes the city architect only 8 months to start executing upon the city council decision and a tender for the detailed planning is announced.
April 2023
The architectural bureau “Hendrikson DGE” wins the tender.
December 2023
The architectural bureau ”Hendrikson DGE” presents the first results of the detailed planning. It is an exciting moment but the issue if the planning confirms the idea to build replicas (façade, rooftop and skyline as in 1940) is not explicitly confirmed.
January 2024
The NGO “Old Narva quartal” is created. Its main mission is to restore the historical identity and dignity of Narva by rebuilding the biggest possible area of the Old town with the maximum possible level of original authenticity. In doing that the NGO:
- Popularizes the idea and relentlessly builds a local, national and international coalition of the willing
- Interacts with the authorities and demands maximum transparency and accountability in all issues related to the old town
- Informs the citizens about the project developments, possible alternatives and risks

Alexander Openko
Historian, an author of several bestselling books on history of Narva, celebrated travel guide and also currently a school director in Narva. Alexander is one of the most enthusiastic and sincere propagators of Narva history and an amazing storyteller. Alexander is one of the founding fathers of the idea to restore a part of Narva Old town - as a professional educator, he believes in the impact of recreating the historical heart of town on the future generations hearts and minds.
Joseph Kats
Journalist, historian, a celebrated travel guide and cultural studies expert, Joseph is an author of several books and travel guides. He has unique knowledge and expertise in the history and success of historical restorations in the Baltic Sea region cities. Joseph has a keen eye for visual authenticity and understanding where is the fine line between commercial viability and a restoration that brings history back to life.
Peter Zashev
Peter Zashev is a Professor of Practice at the Stockholm School of Economics in Riga and one of the founding fathers of the idea to restore a part of Narva Old town. Being an expert in leadership and change, he sincerely believes that this project will impact the urban and social development of Narva and give the city more prosperous and dignified future.
